Please refer to the size chart found in the photos. Dancewear tends to run small and I suggest going by measurements and not street sizes. If your dancer is measuring in the higher end of the range, it will most likely be snug since that is the maximum measurement to still be able to fit into the costume. It's best to stay on the lower end of the range. 
 
Hip measurements are "low hips" or the widest part around the bottom. A common mistake is using high hip measurements.
